It is increasingly widely recognized that there is a shortage of affordable housing in nearly every city in America. At the national level, 11 million renter households – more than one in four – spent upwards of half their income on rent in 2016. In addition, the National Low Income Housing Coalition’s latest report on the national gap in affordable homes finds that there is a shortage of 7.2 million affordable and available rental homes for extremely low-income renter households — families earning up to 30 percent of their area median income (AMI).
